Does anyone know where to find Language Packs for Windows 10 (1809)? I have had a look at VLSC but the LPs available under 'Windows 10 Enterprise Language Pack' date back to November 2015 (same story with the 'Windows 10 Professional Language Pack' item. The lists contain direct links to Microsoft servers. Pack now contains language pack details for W10 LTSB 2015 and 2016. If in doubt which build series you need, just ask. Language pack link sets: 10.0.1803 = Windows 10 1803 - 10.0.17134 Redstone 4 'April 2018 Update'. 10.0.1709 = Windows 10 1709 - 10.0.16299 Redstone 3 ‘Fall Creators Update’.
Updates include:
- Now supports Unicode input (.ini, .tpl, and source code) files. Input files starting with a UTF-8 or UTF-16 byte order mark (BOM) will be read as Unicode. Input files that do not start with a BOM will be read using the current code page (CP_ACP). For backwards-compatibility, if the -UnicodeIgnore command-line parameter is specified, files starting with a UTF-16 BOM will be treated as empty.
- Now supports Unicode output (.tmh) files. By default, output files will be encoded using the current code page (CP_ACP). Use command-line parameters -cp:UTF-8 or -cp:UTF-16 to generate Unicode output files.
- Behavior change: tracewpp now converts all input text to Unicode, performs processing in Unicode, and converts output text to the specified output encoding. Earlier versions of tracewpp avoided Unicode conversions and performed text processing assuming a single-byte character set. This may lead to behavior changes in cases where the input files do not conform to the current code page. In cases where this is a problem, consider converting the input files to UTF-8 (with BOM) and/or using the -cp:UTF-8 command-line parameter to avoid encoding ambiguity.
The following tables show the supported language packs for Windows desktop editions and Windows Server, and supported language interface packs (LIPs) for Windows desktop editions. LIPs are available for Windows desktop releases, but are not available for Windows Server. For more information, see Language packs.

The version of the language, LIP, or Feature on Demand must match the version number. For example, you can neither add a Windows 10 version 1809 LIP to Windows 10 version 1803 image, nor add a Windows Server 2019 language pack to Windows Server 2016.
You cannot add languages to Home Single Language and Home Country Specific editions.
To learn how to add languages to Windows, or where to get them, see Where to get language packs and LIPs.
For a complete list of supported languages and locales, see Locale Identifier Constants and Strings.
Supported Language Packs and Language Interface Packs
The following tables include these settings:
- Language/region- The name of the language that will be displayed in the UI. All Windows language packs except for; ca-ES, eu-ES, gl-ES, id-ID, and vi-VN are available for Windows Server. In Windows Server 2012 the user interface (UI) is localized only for the 18 languages listed in bold.
- Language/region tag- The language identifier based on the language tagging conventions of RFC 3066. This setting is used with the Deployment Image Servicing and Management (DISM) tool, or in an unattended answer file.
- Language/region ID- The hexadecimal representation of the language identifier. This setting is used with the keyboard identifier when specifying an input method using DISM.
- Language/region decimal identifier- The decimal representation of the language identifier. This setting is used in Oobe.xml.
